PURPOSE

COMM_ORDER Obtain commensurate order of fractional system.

DESCRIPTION

COMM_ORDER Obtain commensurate order of fractional system.

 This function will compute the commensurate order of a fractional
 system in FOTF form with minimal resolution q=0.01 (default).
